PPS Cookie Policy

This Policy explains how the PPS Portal at portal.pps.org.ph uses cookies and similar technologies (local storage, session storage, pixel tags). It is issued under NPC Circular 20-01 and NPC Circular 2023-04 and forms part of our Privacy Policy.
1. What cookies are
Cookies are small text files stored on your device to remember your session, your preferences, and how you interact with a site. They may be first-party (set by PPS) or third-party (set by a service we load, like fonts or streaming), and either session-lived or persistent.
2. Our three tiers
Only strictly necessary cookies are set without consent — you would not be able to sign in or submit forms without them. All others require your opt-in through the cookie banner. You may change your mind at any time.
Strictly necessary (always active)
Required for the Portal to function. Legal basis: Section 12(b) contract and Section 12(f) legitimate interests. NPC Circular 2023-04 §8(a) recognizes that strictly necessary cookies do not require consent.

Functional (opt-in)
Remember interface preferences so you don't have to reset them. Legal basis: Section 12(a) consent.

Declining functional cookies is fine — the Portal still works; your preferences just won't be remembered.
Analytics (opt-in, currently disabled)
PPS is not currently running analytics or advertising cookies. If we ever do, we will list them here, update the Privacy Notice, and re-prompt you for consent before setting any.
3. Controlling your choices
- On the Portal — Cookie Preferences link in the footer, or /my-privacy → Cookie Settings.
- In your browser — Chrome, Firefox, Safari, and Edge all let you view, delete, and block cookies through their settings.
- Consent lifetime — your Portal cookie preferences persist for 12 months, after which the banner reappears for review.
Withdrawing consent takes effect immediately and does not affect processing done before withdrawal.
4. Third-party resources
The Portal loads a small number of resources from third parties. These providers may see standard HTTP request information (including your IP) as part of serving the resource. Their privacy notices apply.

5. Consent evidence
Every cookie choice is recorded with the choices, the timestamp, an anonymous identifier, and the policy version — as required by NPC Circular 2023-04 §7.
6. Changes and contact
Material changes to this Policy trigger a fresh banner prompt. The current version is always at /cookie-policy. Questions: dpo@pps.org.ph.
